Save-A-Lot Robbery Suspects Arrested

On Monday, August 25, 2008, at approximately 07:00 a.m., officers of the Fulton Police Department served three sealed indictments at three residences in the City of Fulton, KY. At the same time officers of the Fulton Police Department and the South Fulton Police Department attempted to serve one sealed indictment at a residence in the City of South Fulton, TN. The department had one final indictment sent to the Obion County Jail to be served on a currently housed inmate.
As a result of these efforts, officers of the Fulton Police Department placed 3 subjects under arrest but failed to locate the fourth subject in South Fulton, TN. Officers placed Matera Sharie Pate, Johanna Elise Spears, and Tanya Erica Brown under arrest based on sealed indictments issued by the Fulton County Grand Jury charging them with Robbery 1st and Engaging in Organized Crime. The Obion County Sheriff’s Department served Carnilios Lashaun Woody an indictment from the Fulton County Grand Jury charging him with Robbery 1st, Engaging in Organized Crime, and Persistent Felon Offender 2nd Offense. Officers were unable to initially locate Michelle Lynnette Fields at her residence in South Fulton, TN, but she later turned herself into officer’s custody at the Fulton Police Department. Michelle Lynnette Fields was served an indictment issued by the Fulton County Grand Jury for Robbery 1st and Engaging in Organized Crime.
Matera Sharie Pate, bi-racial female adult, d.o.b. 11-01-1987, residing at 226 Vernon Avenue Fulton, KY.; Johanna Elise Spears, black female adult, d.o.b. 12-07-1976, residing at 1005 Airport Road Royal Apt. E-2 Fulton, KY.; Tanya Erica Brown, black female adult, d.o.b. 12-21-1980, residing at 235 Vernon Avenue Fulton, KY.; and Michelle Lynette Fields, black female adult, d.o.b. 09-25-1983, residing at 305 Connell Drive Eaglewood A2 Apt. 4 South Fulton, TN., were each charged with Robbery 1st and Engaging in Organized Crime. Cornilios Lashaun Woody, black male adult, d.o.b. 08-07-1984, residing at 1512 East Main Street Union City, TN., was charged with Robbery 1st, Engaging in Organized Crime, and Persistent Felon Offender 2nd Degree. Matera Sharie Pate was also charged with an additional Fulton County warrant of Assault 4th Degree from an unrelated event.
These charges were based on a reported robbery of the Save-A-Lot store, located in the City of Fulton, which occurred on December 19, 2007. Investigators of the Fulton Police Department developed information and followed up on leads which resulted in a case that was presented to the Fulton County Grand Jury. After reviewing the presented case, members of the Fulton County Grand Jury returned True Bills which were sealed until they were served by officers of the department.
Chief Terry G. Powell led the officers in the early morning hour service of the indictments and was very pleased with the results. He states that is another example of the hard work that his department accomplishes in the efforts to improve the safety of the citizens of the City of Fulton.

We would like to take this time and congratulate Chris and Melissa Fulcher on the birth of Corbin Bryant. Corbin weighed 8lbs 14oz and was 22 inches long. Chris is a member of the Fire Department and Melissa is a member of the EMS division.
We wish them well.

Many shoppers are willing to travel great distances to shop at the largest yard sale in our area. Maps outlining the variety of items for sale and the site locations help shoppers navigate the sale.

Hickman, KY - The Fulton County Government, in cooperation with the Kentucky Energy and Environment Cabinet, will be conducting a waste tire amnesty program for the citizens of Fulton County. Program operations will be based at the Kentucky Department of Highways on KY 125 near Hickman. Hours of operation will be 7:00a.m.-4:00p.m. on September 4-6, 2008.
This program provides a one-time opportunity for private citizens, farmers, and some businesses to drop off their unwanted waste tires free of charge. Off the Road tires (OTR) and solid tires with pressed-on rims will not be accepted. Tire retailers and motor vehicle salvage yards may not participate in the program.
OTR are tires with a 2.5 inch bead or larger and are used on Large Equipment and designed and used on unpaved surfaces, and installed on equipment such as wheel loaders, cranes, graders, and haul trucks.
Amnesty program personnel will be on site to accept passenger, light truck, truck, and agricultural tires and provide program participants with educational materials that explain waste tire management standards required by House Bill 636, the new waste tire law. All waste tires will be managed and transported to beneficial end-use markets by transporters under contract with Kentucky Energy and Environment Cabinet. Contracts will be funded through the Waste Tire Trust Fund.
Private citizens, farmers, and companies, other than salvage yard operators and retailers of motor vehicle or agricultural tires that derive less than 20% of their revenue from the sale of motor vehicle tires.
Examples of eligible participants include:
1. Homeowners
2. Farmers and Landowners
3. Service stations that devise less than 20 percent of their revenue from the retail sale of new motor vehicle tires
4. Auto and Truck repair businesses who repair and change tires
5. Auto body shops
6. Trucking and delivery companies
Tire salvage yard operators, retailers of motor vehicles tires, and retailers of agricultural tires may not participate.

Persons with accumulation of 1,500 tires or more should contact Tom Hodges to schedule a site inspection prior to the program dates referenced above. Arrangements may be made by program personnel to pick up compact accumulations of 1,500 tires or more that are easily accessible by tractor trailer. Accumulations of tires that are too large or difficult to access will be inventoried for future abatement by the state.

Special Trash Pick-Up:
- The Next special Pick up will be August 25. Have all bulky trash out by 7 a.m. This truck will not pick up any paint, tires, roofing or anything with a refrigerant in it. Items placed in plastic barrel containers will result in the container as being part of the special pick-up. Tree limbs must be cut in small pieces and grass and leaves must be bagged so that the truck boom can pick them up. Please do not place items next to power lines or power poles. If you have any questions about the special trash pick-up service, please call City Hall at 270-472-1320. Special Pick-Up date is the second and fourth Monday of every month.
- The week of Labor Day regular trash pick up will be one day late. The truck will run on Wednesday instead of Tuesday. Please remember no tree limbs or grass in the container and all items must be in garbage bags to prevent trash from falling from the can as it is being emptied.
Next Fulton City Commission Meeting will be August 25, 2008 at Fulton City Hall 5 p.m. Commission Meetings are always on the second and fourth Mondays and we encourage everyone to attend.
The Fulton Airport Board will be receiving its first of four $90,885.00 payments from the Kentucky Department of Aviation for the recent land acquisition and new terminal building. If you have not been by the Fulton Airport please go by and see the improvements.
The City of Fulton is working with Kentucky League of Cities on a Drug & Alcohol Work Free Policy certification program. By having this certification the City will get a 4% reduction in its Workers Comp. Insurance. We hope to be one of the first in the state to complete this program.
Changes That Have Been Made At Fulton Since Missing Money Incident.
- We now have two fulltime staff members in the utility department whereas before we had one fulltime and one part-timer.
- Cash Drawers are balanced every day
- Deposits are made daily
- All City Hall staff have been Bonded
- Each Clerk has their own receipt book
- All voided receipts must be approved by a supervisor
- Each Clerk now has their own cash drawer
- CFO periodically checks Utility Billing receipt books for missing pages and excessive voided receipts
- All cash drawers are kept locked when not in use
