Local Man Suspected of Rape
On 08/30/2010, the Fulton Police Department began investigating a report of a rape which had occurred in the afternoon hours. The victim identified the suspect as Jerome Noonan. During the investigation, a warrant was obtained for Noonan. At this time, officers are continuing to look for Noonan to serve the warrant, which charges Noonan with Rape 1st Degree, Sodomy 1st Degree and Assault 4th Degree. Anyone with information about this case or with information regarding the whereabouts of Jerome Noonan is asked to call the Fulton Police Department at 270-472-3141. Noonan is a lifelong resident of Fulton and is believed to still be in the area.

It's been over a quarter century since John Anderson changed country music the first
time. That was back in the '80s when that jaw-dropping country voice combined with
huge hits like "Wild And Blue" and "Swingin'" to pave the way for the decade's neo-
traditional movement. In the early '90s, he did it again with Seminole Wind, a bona
fide classic that reignited his career and helped fan the flames of the coming country
explosion with hits like "Straight Tequila Night" and the album's unforgettable title
track. Well, it's 2009 and Anderson's back with Bigger Hands, an album that instantly
reestablishes this country music icon as a contemporary musical force to be reckoned
with. In other words, Bigger Hands is the real deal - undiluted, no-holds barred, full-on
John Anderson.
"I think we made a fine record, and I know we had a great time making it," says
Anderson.
Bigger Hands reunites Anderson with Seminole Wind producer James Stroud, and the
chemistry and camaraderie that made that project such an artistic and commercial
triumph was there from the very first sessions for Anderson's Country Crossing
Records debut.
"It's always been super easy for us working together," Anderson says. "That's one thing
that never did change, even after all this time. When James and I went back in the
studio it was just as much fun as I remember it being the first time."
A big part of the fun for Anderson was reuniting with a lot of the A-list musicians that
played on those early hit records.
"All of these guys basically are old friends, so that just makes it extra good," he says.
"I give an awful lot of the credit to the musicians, and it's one of the highlights of my
life to go into the studio with guys that play on that level."
From start to finish - from flat-out rockers like opening track "How Can I Be So
Thirsty" to hardcore honky-tonk workouts like "Bar Room Country" and "What Used To
Turn Me On," to the swampy southern groove of the album's timely and topical title
track - Bigger Hands sounds and feels like a labor of love. Freed from major label
pressures and concerns, Anderson dug deep into his bag of songs, pulling together his
most personal and freshest sounding collection in years. He wrote or co-wrote every
one of the album's 12 tracks, including rowdy leadoff single, "Cold Coffee And Hot
Beer," which Anderson wrote with his old friend and "Swingin'" collaborator, the late
Lionel Delmore,
"James has always been real accepting of my songs through the years," Anderson
says. "In fact, most of the big hits we had together were songs that I'd written.
A lot of times there's no demo; I just come in with a guitar, sing the song and say, 'Do you
like it?,' and James will say ‘Yeah, let's do it.’ And then I get to watch it come alive in
the studio."
That's one of the big reasons for Anderson's longevity and continued relevance as an
artist, and it's the reason Bigger Hands is a standout album for the man and his fans.
Through three decades of Platinum albums, CMA, ACM and Grammy Awards, countless
studio sessions and endless touring miles, Anderson has retained the tireless work
ethic and empathetic soul of a songwriter. Gifted with one of the most distinctive
and instantly recognizable voices in country music, he still puts a whole lot of stock
in a songwriting session.
"For me, it's really all about the songs and the writing," he states. "That's a big part
of having a style. I feel blessed to write the songs I write."
Anderson was especially honored - and pretty much floored - when songwriting
legend James Taylor chose to include his own distinctive version of "Seminole Wind"
on his critically acclaimed Covers album from last year.
"It's almost like finding Easter eggs," Anderson says with a shake of his head. "Songs
have a funny way of coming back. But to get a James Taylor cut at this stage of my
career? It was wonderful."
It's not Anderson's first foray over to the pop side of the fence. After covering Dire
Straits' "When It Comes To You" back in '92, he was invited onstage to sit in with the
band and became fast friends with bandleader Mark Knopfler. And he co-wrote"Shorty's Long Gone," Bigger Hands' hardest rocking track, with hunting buddy Mark
Farner, leader of '60s rock sensation Grand Funk Railroad. But despite a latent
tendency to kick out the jams every now and then, Anderson's heart is still deep in
the country. He's currently watching "Shuttin' Detroit Down" - a recent co-write with
his former producer and frequent collaborator, country rabble-rouser John Rich -
leapfrog its way to the top of the charts.
"John's solo record was supposed to be finished when we wrote "Shuttin' Detroit
Down,' and I said, 'This is a right-now kind of thing we got here John,'" says Anderson.
"I already told John I might just buck dance if it goes to number one … and I don't
hardly ever dance anymore!"
On Bigger Hands, Anderson delivers his own blistering version of what has become
the most talked-about country song in years. And while "Shuttin' Detroit Down"
reaffirms Anderson's power as a chart-topping songwriter, it only hints at what lies
within the grooves of Bigger Hands.
"With this record, the band worked hard, and James Stroud worked harder than I've
ever seen him work," Anderson says. "I worked hard to write these songs, and I sure
worked hard singin' 'em. It was a joy just to see everyone doing their thing. And that's
what America and the music and whole deal is really all about - people doing what
they do and liking what they like. They're all just looking for something real they can
latch onto."

Jennifer joined the FFD and TCAS August 15, 2007 as a full time firefighter/emergency medical technician. She started Paramedic school in Paducah in January 2008. While working her full time job with the fire department and the ambulance service Jennifer completed 18 months of class room instruction and study. After completing her classroom time she completed 312 hours of practical skills training at Western Baptist Hospital in Paducah, KY. She then performed 500 hours of ride time on an ambulance with Mercy Regional Ambulance Service in Paducah, KY. where she made 10-12 ambulance calls per shift. After her ride time she passed her skill boards by performing satisfactorily for evaluators including doctors and paramedic instructors. Jennifer received word on August 5, 2010 that she had passed her National Registry written exam and was a certified Kentucky Paramedic. Jennifer has received her Tennessee Paramedic certification through the Kentucky and Tennessee reciprocity agreement and is now working for Fulton Fire Department and Twin City Ambulance Service as a dual state certified paramedic. We welcome Jennifer Jackson to our Paramedic staff and are extremely proud of her accomplishments.
Traffic Stop Leads to Drug Arrests Leads to Charges in Stolen Vehicle Investigation
On 08/12/2010, Officers with the Fulton Police Department attempted to stop a vehicle in the Vernon Street area. The operator, Phillip Wayne Burton, was known to not have a driver’s license. Burton ditched the vehicle and fled on foot from K9 Officer Kyle Latta. Burton resisted officers and the tazer was deployed during his apprehension. Burton had a pill bottle with approximately 37 oxycontin pills, two individually baggies of suspected crack cocaine weighing approximately 2.5 grams, a pair of brass knuckles on his person. Burton was charged with Trafficking in a Controlled Substance 1st Degree [Cocaine], Trafficking in a Controlled Substance 1st Degree [oxycontin], Possession of Drug Paraphernalia, Fleeing/Evading Police 2nd Degree, No Operator’s License, Operating a Motor Vehicle Under the Influence of Alcohol/Drugs 1st Offense and Carrying a Concealed Deadly Weapon. During the processing of Burton, it was determined that a white male subject was waiting on Burton to deliver drugs to him at the Marathon Station on Martin Luther King Jr. Drive. Detective Williams, Sgt. Buckingham and Ptl. Rodney Mitchell then went to that location to speak with the subject. The suspect then fled from officers on foot and was apprehended shortly thereafter. The suspect, Cody Wayne Johnson, had in his possession, a couple of individual wrapped packages of marijuana weighing approximately 2.3 grams, one bag of powder cocaine weighing approximately .2 grams and 10 dose units of controlled substance flexeril medication. Johnson was then brought to the police station and charged with Trafficking in a Controlled Substance 1st Degree [Cocaine], Trafficking in Marijuana Under 8 Ounces, Trafficking in Controlled Substance 3rd Degree and Fleeing/Evading Police 2nd Degree. Johnson was subsequently interviewed concerning an active stolen vehicle investigation. Johnson was charged in connection with his involvement in the stolen vehicles investigation. Johnson was charged with Theft By Unlawful Taking Over $10,000.00, Receiving Stolen Property [Auto] and Unlawful Transaction with a Minor 2nd Degree. Both subjects, Burton and Johnson were processed, transported and lodged in the Fulton County Detention Center. Officers are currently still working the investigation and attempting to locate other suspects in the thefts.

Burton was processed, transported and lodged at the Fulton County Detention Center.
Cody Wayne Johnson—[white male adult; DOB 02/19/1992] of South Fulton, Tennessee was arrested and charged after a foot pursuit around the Marathon Station on Martin Luther King Jr. Drive. Johnson was charged with Fleeing/Evading Police 2nd Degree, Trafficking in a Controlled Substance 1st Degree [Cocaine], Trafficking in Marijuana Under 8 ozs., Trafficking Controlled Substance 3rd Degree. Johnson was interviewed and later charged in connection with stolen vehicle investigation. Johnson additionally charged with Theft by Unlawful Taking Over $10,000.00, Receiving Stolen Property [Auto] and Unlawful Transaction with a Minor 2nd Degree. Officers assisted one passenger with an escort to the Amtrak Station.

o Citation written for Speeding 45 in a 35 mph zone on North Highland Drive.

Officers picked up a stray dog near Subway/Dominos on North Highland Drive. Animal later picked up by Paws n Claws.

Officers received a report of a vehicle gone through and items stolen on West Street. Report taken, investigation already pending.
Officers responded to Fulton High School for a disturbance. Situation resolved, child calmed down and parents arrived to assist in the situation.
Officers took a report of some forged checks. Victim referred to bank for Affidavit of Forgery then advised to file a report and continue with investigation.
Officers conducted foot patrols in the area of Central and East Fulton.
Officers checked out a couple of suspicious subjects walking in Central Fulton. Subjects were fine.
Officers checked out a male subject at 3J’s who had been in an altercation with his spouse. Incident occurred in South Fulton, Tennessee and the subject had gone to the store to calm down.
Officers escorted one subject from the station to the Amtrak Station.
Officers checked out a vehicle with interior light on located on Pearl Street. Situation was fine, light accidentally left on.
Officers followed up with South Fulton PD officers in regards to the ongoing investigations on both sides of the state line.
Officers made one arrest:
o Gary L. Bates [white male adult; DOB 02/19/1957] of Mayfield, Kentucky was arrested after a traffic stop. Bates was charged with Operating on a DUI Suspended Driver’s License. Bates was processed, transported and lodged at the Fulton County Detention Center.

Theft Investigation Involving Vehicles
Officers with the Fulton Police Department are currently investigating several ongoing thefts in our city. Investigation began on 08/03/2010 with the theft of a 2010 Ford Expedition. As of this time, there have been three vehicles stolen since 08/03/2010 and several vehicles have been entered by suspects looking for items to steal. Some of the items stolen from inside vehicles are cash, diamond ring, GPS units and other miscellaneous items. All three of the stolen vehicles have been recovered in South Fulton, Tennessee. With one exception [where suspects burglarized a house and then stole the keys and subsequent vehicle] all of the vehicles have been unlocked and the other two stolen vehicles had the keys left inside. The Fulton Police Department reminds everyone to never leave valuables inside a vehicle, lock your vehicles and never leave the keys inside. Anyone with information regarding the above investigation is urged to call Det. Sgt. Steven Williams at 270-472-3141.

o Jeremy P. Hickman [black male adult; DOB 05/01/1980] of Nashville, Tennessee was arrested after a traffic stop. Hickman was charged with Failure to Wear Seatbelt, Failure of Owner to Maintain Insurance and Operating on a Revoked Driver’s License. Hickman was processed, transported and lodged at the Fulton County Detention Center.
